9. Goal and objectives Goal: Improve human resource capacity to support sustainable soil and water management practices in marshlands
Obj.: - Increase human resources to provide technical assistance to rice growers in managing soil and water in marshlands,
- Improve the technical capacity of staff on soil and water management,
- Improve sustainability of marshlands in supporting rice production

11. Project component (activities) 1. Recruitment: Put in place at least 1 new soil and water technician in each rice scheme and 1 new senior soil and water technician/expert/coordinator in each rice growing province
2. Training: Improve the skills of technicians, senior technicians and experts on improved soil and water management and conservation techniques
3. Technical evaluation: Identify, validate and forecast appropriate soil and water management techniques that will improve the water management, water use efficiency, soil quality and sustainability of rice yields in seasons A and B in marshlands
12. Expected results (outputs) 1. Human capacity for managing soil and water in marshlands increased
2. Improved adoption of soil and water management practices by rice growers in the marshlands
3. Sustainable increase in rice productivity in marshlands
