Working Week for Elaboration of National Rice Development Strategy (ENDA 2) and Concept Notes

 

Background

The preparation of the National Rice Development Strategy (ENDA 2) and its respective Concept Notes in Angola commenced in March 2025 (week 3 to 7), with the assistance of the CARD Technical Coordinator and the reporter. However, this task was not fully completed during the referred period due to the need to update data to meet the current situation of the rice industry in the country.

Methodology

The working week (WW) was organized at the Continental Hotel in Luanda, during the 3rd week of May (12th -16th). It was attended by participants from the public and private sectors {Agricultural Development Institute (IDA), Agronomic Research Institute (IIA), Studies, Planning & Statistics Office (GEPE), National Seed Service (SENSE), National Farmers’ Union of Angola (UNACA)}, who contributed with their views on the future of the development of the rice sub-sector.

The opening remarks were addressed by the Director of SENSE and the Focal Point (FP), who welcomed the participants and presented the importance and objectives of the workshop. This was followed by the presentation of the Draft National Rice Development Strategy 2, previously revised by some members of the CARD Secretariat. This was followed by three breakout sessions to address the five priority areas identified by ENDA 2 as specific objectives, which served as the basis for elaborating the Concept Notes.

At the end of the WW, the participants agreed that the proposed documents (both ENDA 2 and Draft CN) were in a good position to be submitted to higher authorities within the Ministry of Agriculture and Forestry for the validation process.  The proposed Concept Notes are summarized below.

The participation of the Directors of IDA and SENSE allowed the inclusion of insights based on a more informed policy perspective as far as the Government of Angola is concerned. Most importantly, the participation of the Directors included their buy-in of ENDA 2, which will facilitate the process of approval by the Consultative Council of the Ministry of Agriculture and further steps towards the final validation.

 

Meeting with African Development Bank in Luanda

On May 13th, the reporter and JICA Angola Officers visited the AfDB to interact with an appraisal team working on developing a Rice Value Chain Project in the Eastern Region of Angola. The purpose of the visit was to seek synergies between the Project under preparation with the Angola Rice Development Strategy (ENDA 2). The referred Project is being prepared in collaboration with AfricaRice, the International Institute for Tropical Agriculture (IITA), and the African Fertilizer Financing Mechanism (AFFM), and it is expected to be approved in September 2025.

This meeting was a great opportunity to explore synergies through alignment of the two documents (the AfDB Project and the ENDA 2 document). For instance, it was decided that after the field visit to the East, the mission should work with the ENDA Task Force, particularly in filling the AfDB Results Framework Matrix, introducing the ENDA 2 objectives and targets in a joint planning of the AfDB and MINAGRIF based on the proposed Concept Notes.
