Working Week for the finalization of NRDS II Concept Notes in Burkina Faso

To mitigate the effects of the food price crisis (2008), the Ministry in charge of Agriculture of Burkina Faso in collaboration with donors and the main actors of the rice sector, had adopted a National Rice Development Strategy (NRDS I), which expired in 2018. The assessment of the implementation of the strategy showed encouraging results characterized by an average annual growth rate in local rice production over the period of around 14%.

Building on this result and being aware of the newly emerging challenges and the opportunities in the rice sector, the Government, with the support of the CARD, developed a second generation of National Rice Development Strategy which was validated on January 28th, 2021.

The quantitative objectives set by this strategy include the production of: (i) 1,000,000 tons of paddy by 2021, (ii) 2,000,000 tons by 2027 and (iii) 3,000,000 tons by 2030. Achieving these targets require exceptional efforts by the stakeholders. A workshop was organized (from January 18 to 23, 2021) by the NRDS taskforce members for the development of concept notes that will lead to the operationalization of the NRDS II. At the end of this first workshop, five Project Identification Form (PIF) were developed covering the needs identified along the rice value chain.

To finalize these 5 project concepts and determine the costs of their implementation, a second workshop was organized by the taskforce during 22-26, February 2021.

Key Results.

Building on the results of the first working week on the development of NRDS II concept notes, the members of the Rice Task Force in Burkina Faso finalized the five (5) project identification form (PIF) and estimated their costs through a participatory approach. Based on the results of the workshop, the funding required to achieve the mid-term NRDS II objectives is estimated as FCFA 1 trillion. This financing requirement includes both indirect costs that are not attributable to NRDS II as well as resources that are already available or programmed. Hence, refinement work to estimate the real financing needs is underway. Following the completion of this work, a workshop to validate the concept notes will be organized. The validated concept notes will then be shared with donors through an analyses of funding possibilities, commonly called “fund matching”, before organizing a roundtable of donors.
