Second working week for Cameroon’s NRDS revision
The second working week for the revision of Cameroon’s NRDS took place from 29th July to 2nd August 2019, in Yaoundé. Almost a third of the Task Force members are new and have joined the team for the first time. This prompted a rewind on the strategic approaches, guiding principles, strategy concept, in addition to an update on the progress made during the 1st working week, during the introduction of the workshop in order to put participants at the same level of information. A presentation of the perspectives of CARD Phase II was made by CARD Technical Coordinator. An introduction on the CARD’s RICE approach and experiences from the other CARD member countries on the involvement of national and international private sector through PPP mode were shared with the members. Task Force members revised and updated the rice value chain intervention element matrix (VIEM) established in 2010
Main conclusions and key results
The task force members worked in groups and discussed on the development of rice sub-sector in Cameroon. The major conclusions and key results of the discussions from the working week are as follows:
- Six (6) Rice Development Poles (RDPs), all ecological categories combined, have been defined: Mbam pole, High Nyong pole, Mbu pole, Ndop pole, North pole and Extreme North pole.
- Spatial Model of Rice sector in Cameroon will be established from the rice development poles (RDPs) that are defined on the basis of the production basins identified by MINADER, with 60,000 ha of irrigated perimeters and 100,000 ha of rainfed and lowland areas.
- Large-scale, mechanized PPP farms will be encouraged, without neglecting the pre-existing community of rice farmers. Implementation of the PPP model and call for the private investors will be supervised by the State.
- Rice sector governance will be strengthened with the guidance of the State and the inclusion of stakeholders such as the platforms of the sector’s stakeholders and other stakeholder organizations.
- Logical framework (Vision, Global and Specific Objectives) of Cameroon’s NRDS 2 has been clearly defined.
- Capacity of Task Force members in rice development is further strengthened through their participation in this second working week.
